Preamble:

Homelessness has been and continues to be a grave problem in Los Angeles and around the nation.  Government and private organizations having been unable to solve the growing misery caused by homelessness, we, Ordinary Citizens, are taking it upon ourselves to organize a People's Homeless Commission.  The goal of the Commission is to thoroughly investigate homelessness to find solutions on a local and national level that will abolish homelessness once and for all.

The Commission's first step is to organize a major public hearing to bring awareness to the need to end homelessness.
