Re: The "Four Pillar" Comprehensive Reform Plan
Mr. Graham and Mr. Schumer,
It is good to know in plenty time of your new Congressional
initiative plans to provide a path of legalization to millions of
foreign nationals residing within the United States without official
permission from proper federal authorities, i.e., illegal aliens (*
not a pejorative name, but rather a respectable, official, federal
government term that rightly identifies status of such folks’, that
is aliens, who are not US citizens, i.e., individuals, permanently
residing in the USA)
The illegal alien populations within our borders, and even
infringing upon the legacies, heritages of the Constitutionally
Mandated Civil Rights benefits of Black US Citizens, i.e. the
Emancipated Slaves, are of many ethno-racial nationalities from
around the earth posing as legitimate immigrants or migrants within
the borders of our nation.
It is to be noted, however, for sake of honest discussion and
planning, without any animus nor spite, due to the close proximity
of their native countries and the horrific sufferings they
experienced there, the overwhelming preponderance of illegal aliens
are of Hispanic/Latino ethnicity, primarily of Mexican nationality.
Once again, Americans will passionately argue the impact of these
illegal aliens upon US Society, but this time, especially as it
relates to Blacks. Therefore, we fully expect you to allow and my
colleagues and I to have an integral role in the planning and
development of any comprehensive immigration reform plan.
Fortunately, gentlemen, your announced “four pillar” comprehensive
immigration reform plan-bill-to-law is in the early stages allowing
concerned American citizens like us the opportunity to have some
input the plan.
Apparently, the four basic pillars of the plan are:
• the creation of biometric Social Security cards to ensure illegal
workers cannot get jobs in
the future;
• fulfilling and strengthening border security and interior
enforcement;
• creating a process for admitting temporary workers;
• and implementing a tough but fair path to legalization for those
already here.
Considering The Fate and Destiny of Blacks In The Plan
While we certainly applaud the intent of the first three pillars, it
is the fourth one that gives us serious cause for alarm, especially
as it relates to America’s unfinished business of ensuring the Black
US citizens i.e., the Emancipated Slave Class, their
Constitutionally mandated Civil Rights according to the 14th
Amendment and Civil Rights Act of 1866.
Whatever, “path to legalization” is proposed, no comprehensive plan
can be legislated and implemented without deeply consideration the
fate and destiny that it’s impact will have on Blacks.
Of course, allowing foreigners to continue to enter our country,
unabated, without proper protocols is devastating enough upon all US
citizens, however, all indications reveal that any comprehensive
immigration reform that does not consider the fate of Blacks will
not only devastate, but totally ethno-racially cleanse the
Emancipated Slaves completely out of American society. Surely, such
is not your intention!
Such a catastrophe would finish what certain racist, American White
people of 19th and 20th Centuries began by their legislation and
litigation against the nation’s Black Emancipated Slaves.
A Congressional Comprehensive Immigration Reform Act neglecting the
fate of Blacks essential amounts to modern day or 21st Century Jim
Crow-Black Codes, which will doom the very people upon whose back
this New Nation is built that the illegal aliens are seeking a
better lifestyle, to a destiny of irrelevance.
History teaches that when a people are or is perceived as
irrelevant, inconsequential, a liability, even a threat, they become
extremely vulnerable to widespread social, political-governmental,
economic and religious oppression. Surely this is not what you want
for the Black Emancipated Slaves.
The “Conscious of Congress”
It is alarming, shocking and hurtful to discover that the African
American leadership of the Congressional Black Caucus (CBC) the
“Conscious of Congress” has not yet brought to your sensibilities
the need for open, honest, dialogue around the complexities of this
matter of “comprehensive immigration reform”, especially as it
relates to American Black US citizens.
Record will show that since the Spring of 2005, I have repeatedly
invited the Hispanic/Latino leaderships to the Dr. King, Jr. Civil
Rights “Table of Brotherhood” to discuss this issue primarily
effecting these two peoples, especially given the growing heated
tensions between them.
“Why Should Giants Talk With Midgets?” plus “The Race-Card”
Unfortunately, those who advocate policies and practices that are
contrary to US Constitutional law, greeted us with knowingly canard
accusations of being racist against foreign national
“immigrants-migrants”, particularly * Mexicans and/or responding
with the attitude and quip of “Why should giants talk with midgets”
alluding to their now powerfully overwhelming, but illegitimate
populations (Hispanic/Latino 46% and growing, to Blacks 11% and
declining in Los Angeles alone)
• Somehow Hispanic/Latino and Mexican illegal aliens and their
presumed citizenship children have morphed into a “Brown” race,
making them the nation’s major racial minority, thereby entitling
them to any and all Civil Rights benefits that were derived out of
the struggle of the Black Emancipated Slaves and more…therefore, how
can we be racist against them?
• Wouldn’t the opposite rather be true, that they are the racist
against Blacks, especially the fact being that the US federal
government does not identify Latino/Hispanic – Mexican as race, but
rather primarily a Caucasian – White composite of many ethnicities,
including some as African-American and/or Black and Asian.
• Therefore, playing the proverbial “Race Card” against Blacks as a
weapon in support of unlawful immigration, amnesties and pathways,
etc. is literally a misnomer, oxymoron and abuse of the struggle of
a legitimate racial minority who indeed have suffered generational
damaging slavery and racist legislation. What illegal alien in the
United States has experienced such atrocious governmental treatment?
Nevertheless, such racist disrespect and treatment by the European,
White-Caucasian based Hispanic/Latino leadership towards American
Black US citizens is witnessed in the glaring sight, deafening
silence or even outright encouragement by apparently intimidated
and/or frightened African American leaders on Capital Hill, as well
as civil rights organizations, churches, etc.
In fact, many have gone so far as to declare so-called “Brown-Black”
coalitions throughout America in a presumed mutual struggle against
the proverbial, oppressive “White man” and his institutionalized
racist United States government. Such coalition building constructed
solely on the perceived skin color or race is the highest, most
shameful form of racism that there is.
Nevertheless, it is our intent to once again seek to encourage the
CBC and other African American representatives to place these
legitimate concerns before you by sending them a copy of this letter
as well.
The Government Sanctioned Ethno-Racial Cleansing of Blacks
From every aspect of our society Blacks are being pushed-cleansed
from their rightful opportunities of gainful employment and business
proprietorship, housing, healthcare, education, government
(elective, appointed and law enforcement), and have become more
prone to violent attacks and murder perpetrated by Hispanic/Latino
gangsters, which is a direct result of massive illegitimate numbers
of foreigners and “presumed citizens”
Isn’t it difficult and stressful enough already for Blacks in the
United States especially with the judicial systems etc, without them
having to deal with the massive presence of illegal aliens and
“presumed citizens” absorbing the entitlements due to the
Emancipated Slave US citizens.
In fact, according to many studies, the Emancipated Slave class
leads all other ethno-racial groups in nearly every negative social
statistic in the nation except teenage suicide.
There is no justification for elected officials to rebel against
their Oath of Office of protecting the US Constitution and enforce
its’ mandated Civil Rights Act of 1866 for Emancipated Slaves from
the ravages of “foreign and/or domestic foes.”
“Foes” being anyone who or thing that impedes the progress of
Emancipated Slaves on their “pathway” to full US citizenship, which
is exactly what any comprehensive immigration reform plan absent
concerns for the fate and destiny of American Black citizens, would
do.
The United States’ Unfinished Business With The Emancipated
Slaves
Constitutionally, the Emancipated Slave Classes should not to have
to also deal with a circumstance that will make our continuing
struggle for full “equal justice under the law” US citizenship “…as
is enjoyed by White citizens” more complex, but rather result in the
complete demise of Blacks as people, and subsequently, the New
Nation itself.
While there is much advocacy for immigrant compassion, where is such
passionate concerns for those upon whose “backs” this very country
was constructed?
Blacks suffer continued injustices in the United States because the
work that was begun over 140 years ago which Abraham Lincoln called
“…the unfinished work” and “…the great task remaining before us…”
for “a new nation conceived in liberty and dedicated to the
proposition that all men are created equal” wishes of the Founding
Fathers, is yet to be completed.
Remember, this New Nation was sorely-sorely chastised by GOD via the
Civil War for the way it had hypocritically boasted itself of
Freedom and Justice while subjugating another people to chattel
slavery.
Therefore, according to the Divine Providential record of the GOD
identified in the Declaration of Independence, any comprehensive
immigration reform plan etc., that excludes a just, healing,
repairing and completion of “the business”, fate and destiny of the
Emancipated Slaves will doom America to another, perhaps this time,
fatal round of Civil unrest between “We the People” of the United
States.
Essentially, the fate of the nation literally hinges upon how this
111th Congress and 44th President treat illegal aliens as opposed to
the Emancipated Slave citizens of America.. This is a test, to see
whether this nation will finally this time live up to its Creed and
Congressional Promissory Note to all American citizens by how you
gentlemen devise and present your comprehensive immigration reform
plan.
Remember, it was the cause of Black people held as chattel slave
property that led to the near fatal Civil War between Americans that
Abraham Lincoln proclaimed at Getteyburg in November of 1863, “Now
we are engaged in a great civil war, testing whether that nation, or
any nation so conceived and so dedicated, can long endure”
Once again, our beloved “nation under GOD” is “testing” its
foundational core as it decides the fate and destiny of the
Emancipated Slaves by comprehensive immigration reform. How can the
New Nation “long endure” if it continues to ignore the plight of the
Emancipated Slaves.
Amnesty For Illegal Aliens or Reparations To The Emancipated
Slaves US Citizens
If we as a nation are compassionately providing the misfortunate
illegal aliens citizenship opportunities other than that which is
already prescribed by US Federal Law for legitimate immigrants
adherence, then what about Reparations for the historical crimes
committed by “We the People of the United States” against West
African Americanized Blacks such as; chattel slavery; racist
anti-Black legislation; and failed institutionalizing social
welfare? And now, Congressional policies and Acts that gives “equal
justice under the law” to White – Caucasian Hispanic/Latino and
other ethno-racial illegal aliens, while continuing to subtly deny
the same to American Black US Emancipated slave citizens? How can
this be?
Remember, Blacks are the direct descendants of West Africans exiled
out of Africa into American slavery via the British Empire, yet
strangely, but faithfully fought on the side of the United States in
every war that this nation has had to fight from 1776 to 2010,
whereas, illegal aliens, as such, have not.
In fact, the United Mexican States, nor any other Hispanic/Latino
cultured nation has ever allied with the US in geo-political
conflict, but has rather sided with our antagonist.
Unlike those of Blacks, Illegal aliens ancestry into the United
States was not in chains and shackles; nor did they suffer the
horrifying “middle-passage” journey from West Africa to America in
hulls of foul, filthy, wooden slave ships; nor do they know the
generational damaging experience of slavery in the United States
followed by the indignity of racist legislation; nor do they know
the fright of being overwhelmed by massive numbers of foreigners
breaking into the only country they know demanding that which is
theirs exclusively.
Instead, since 1965, all that aliens had to do was to sneak across
the southern borders of the United States and thereby perhaps suffer
some deserved hardship for their illegal activities. Remember, apart
from the mysterious Will of GOD, Blacks did and do not deserve their
hardships.
It is yet to be realized just what the extent of the severe,
generational damage that slavery and Jim Crow-ism is having and will
have on the fate and destinies of Black peoples. In fact, Blacks
have been in some form of deadly oppression in America ranging from
slavery, to racist legislation, to immigration (legal and illegal)
etc, since the reign of the English Crown in America through the
birth of the 1776 birth of the United States to the present time.
Living In The Shadow of Generational Oppression
Exiled out of Africa West Africans were held in chattel slavery
under the jurisdiction of the British government of King George III
for 146 years from circa 1630 to 1776.
Immediately following the British ownership, the slaves were under
the Jurisdiction of the newly formed United States for 89 years,
ranging from 1776 until 1865 after the 1863 Emancipation
Proclamation by Republican President, Abraham Lincoln. Therefore,
between the British Empire and the United States, the combined years
of actually enslavement of Blacks was 235.
For 99 years, from 1865 until 1964, the Democratic, former
Confederate States of the South, including their counties and
townships-cities, etc, along with those of the border – Mason/Dixon
Line, suppressed the Emancipated Slaves with Black Codes or
Anti-Black legislation, Jim Crow-ism enforced by the Ku Klux Klan (KKK),
the terrorist arm of the Democratic Party.
NOTE: It is the primary purpose of the KKK to impede the progress of
the Black Emancipated Slaves from ever reaching their
Constitutionally mandated, full “equal justice under law” US
citizenship “as is enjoyed by White citizens” i.e. Immigrants.
Therefore, factually Blacks, who are being further devastated by the
unlawful encroachment upon our soil by foreign nationals, have been
under overt suppression in the country for a total of 334 years from
circa 1630 to 1964, not counting the last 46 of failed governmental
social programs – 1964 to 2010.
In other words, Black people are still living the “awe & shock”
shadow of slavery as well as being removed from the oppression of
anti-Black laws by a mere 46 years of the 334.
Any comprehensive immigration reform that excludes concerns for the
fate and destiny of Blacks and impedes their progress to US
citizenship in preference for foreign nationals who continually
rebel against our laws, is practicing the legacy of the White
Supremacist KKK.
Where is the compassion for the innocence of the exiled West African
Americanized Emancipated Slave and incomplete citizen who did not
willingly come here as did all other immigrants (legal or illegal).
Whatever pains or struggles unauthorized foreign citizen suffer in
our nation, it must be remembered in our planning for them, i.e.,
“comprehensive immigration reform”, that they willing came to the
United States, in fact illegally.
However, Blacks did not choose to come legally or illegally as such,
therefore to whom constitutionally does the government owe a greater
responsibility.
Mr. Schumer and Mr. Graham, please include these concerns and
sentiments for fate and destinies of Blacks in any plan that is
devised as a comprehensive immigration reform – “path to
legalization”.
Perhaps, the fifth pillar to the plan aught to be the assurance that
any path to legalization to those living in international crime does
not prevent the progress of the US jurisdiction, Black Emancipated
Slaves from achieving their completed citizenship first and
foremost.
What About Legitimate Immigrants?
Finally, perhaps, the sixth pillar must be immigration reform to
foreign nationals in the United States and abroad who are going
through the long and complicated Constitutionally required process
of naturalization be considered as well, even before those who are
leaping in front of them.
Speaking of “immigrants”, essentially the all the planners at the
table of comprehensive immigration reform are of either first
generational or of immigrant stock (legal or illegal), it is
imperative that the Emancipated Slaves, i.e. the unwilling
immigrants have their input as the two groups plan their
comprehensive immigration reform bill.
Example: What does a legitimate immigrate and an illegal alien have
in common as it relates to coming into the United States? They are
both IMMIGRANTS.
What does a West Africanized Emancipated Slave have in common with
the immigrant as it relates to coming to the United States? NOTHING!
That is why the concerns of the non-immigrants must be heeded by the
immigrants.
The immigrants came to the US willingly, where as the unwilling
immigrants came as slaves in chains and shackles.
