Open Letter To -
President Barack Hussein Obama
(The Los Angeles Reparations NOW- Promissory Note Coalition)

The Hon. Barack Hussein Obama,
President-Elect of the United States

Greeting President Obama,
Now that you have taken to yourself the leadership mantel of the Civil Rights Legacies, Heritages, and endowments of the emancipated slaves’, of we American Black US citizens as well as that of the President of the United States of America, it is now incumbent upon you to fulfill the
"dream deeply rooted in the American Dream" which is full, citizenship for the sons and daughters of the emancipated slaves "as enjoyed by White citizens" according to the Civil Rights Act of 1866.

Being the First African American, Black "son of the slaves" in the White House as Chief Executive of this nation's business interests, you can now by Presidential Order, command the implementation of the mechanism that will complete the unfinished business of all Congressional Civil Rights Acts, including Reparations, that the late Dr. Martin Luther King, Jr. called the Promissory Note.

The Promissory Note which evolved out of the Republican minded US President Abraham Lincoln, whom you seek to emulate, was/is the opening contention in Dr. Kings 1963 "I Have A Dream" speech declaring that one hundreds after the signing of the 1863 Emancipation Proclamation,

"the Negro is still not free".

Emancipated from chattel slavery? Yes!  Full, "equal Justice under the Law" citizenship "as enjoyed by White citizen?"  No!

Ironically, as you take the Presidency, it is now 45 years since the great speech, yet, the emancipated Negro slave "...is still not free" and even threatened with extinction in the country built upon our bloodied Black West African backs.

Dr. King passionately emphasized that this nations' dreamy aspirations is predicated upon the completed business transactions of the 1866 Congressional Promissory Note of the 14th Amendment of the US Constitution, which clearly has not yet been transacted  "...it is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned"

Dr. King proclaimed,
"Instead of honoring this sacred obligation, America has given the Negro people a bad check which has come back marked 'insufficient funds'. But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation"

As the new President of the "bank of Justice", dwelling as Commander in Chief in the "Palace of Justice", it is incumbent upon you to pay laser-focused attention to the business of that infamous "check", the "bad check", that came back in 1963 "marked insufficient funds"

Originally,  "the check" was signed on January 1,1863 by the late President Abraham Lincoln, whom you seek to emulate, repeatedly "has come back marked 'insufficient funds" by other succeeding Presidents who are White like you..  You are White aren't you!?!

However, and fortunately,  you also t
he First Black US President can NOW cash it with no objection from anyone who wants the truth for and healing of America of its slavery wounds.

In doing so, the world will applaud the United States for its leadership in resolving generational conflicts and perhaps, GOD Will give atonement, redemption and Healing to America.

Americans everywhere will finally be free at last from White - guilt complexes which confuses their better judgment in human relations.

"Free At Last. Free At Last.  Thank GOD Almighty, we are Free At Last"

"And you shall know the Truth, and the Truth shall make you free" Jesus Christ

After 233 years of non-stop "withering flames" racial injustice, CHANGE indeed has now come in which the United States can ("Yes we can") rise up and transact the Promissory Note due to the West African chattel slaves and their children who made America a reality for all peoples.

Dr. King stated that should the nation return to "business as usual"- UNCHANGED, which is the routine mistreatment and denying "the Negro" of
"equal Justice under the law as enjoyed by White citizens", America will "someday" have "a rude awakening" instead of "overcoming" and perhaps succumb to its near mortal wound of injustice against the emancipate slaves.

Such warning is more ominous today than in 1963 in that
"those who hoped that the Negro needed to blow off steam and will now be content, will have a rude awakening if the nation returns to business as usual."

Given the devastating conditions of Blacks in 2009, obviously, in 1963, America returned to business as usual.

Therefore that "rude awakening" of "someday" has suddenly come upon us today.   Perhaps, "America’s chickens have finally come home to roost", ironically, with you in charge.

On the night of your election victory, Black folks "blew off a lot of steam" in exalted joy that unlike previous Presidents who took their vote and returned to us nothing,
you would not send the Promised "check" back to us marked "insufficient funds" to heal the wound, but rather cashed and transacted.

As you now stand upon our shoulders of struggle for full citizenship "...as is enjoyed by White citizens", your primary duty is to execute the nation's business of implementing that very, special and sacred Promise made to us by Abraham Lincoln and the US Congress in 1866.

Surely all the Whites who adore Obama and craving to be healed of their White guilt-complexes would be ecstatic to see you order the implementation of
the Promissory Note, i.e. Reparations as, The First priority of your administration.

Democrats and the world can appreciate that
now is the time to finish what Republicans and Lincoln started...the completed emancipation of Blacks into citizenship "as is enjoyed by Whites".

For America to CHANGE itself and the world for the better, it must first heal it's own  slavery wound.

All Americans dream that the business of the Promise made to Blacks be kept first and above all others, especially those relating to foreign ventures.

To meddle with generational woes of other countries and regions in the world without first repairing those here at home, the United States, under your leadership would exude hypocrisy of the worst kind, setting a horrid example to be emulated by others..

Americans instinctively and consciously know that if Blacks perish in the land of the free, the Dream of our Founding Fathers will die with us, as Dr. King admonished, "...for many of our white brothers...have come to realize that their destiny is tied up with our destiny and their freedom is inextricably bound to our freedom."

Therefore, a
s you admonished us Black men to shoulder our responsibility, we all expect you to shoulder yours and complete the unfinished American business of Reparations NOW according to the Congressional Promissory Note.

Dr. King made it clear that this business of the "bad check" carries with it "the urgency of now".  He said, "Now is the time to cash the check" in 1963, which of course has never occurred.

Now in 2008, one generation later, this is your "urgency of now is the time" moment to broker the Promise that America made, that the ancestors and fore parents of Blacks and even American immigrants dreamed of.

With audacious hope, we Blacks lent you our Legacy to be the First one of us in the White House, and that our new favorite son will do the Will of The LORD and that of our ancestors who prayed, marched, demonstrated and sang that "..we shall overcome someday".  NOW - today, is that "day".

If not now, Then when? If not you, Then who?  We are in the “perfect storm” of opportunity to HEAL and REPAIR America. Don’t miss the winds of CHANGE, Mr. Obama.

With a Democratic Congress in near complete control, you now have the moment and greatest momentum in US history to finally resolve this slavery controversy and thereby HEAL and REPAIR America.  The Republicans can't stop you.

Thank you for your time, consideration and cooperation Mr. President-Elect.

May GOD Have Mercy upon the United States of America
!
